Liu Yu strengthened and improved the centralization of power. After Liu Yu became emperor, he devoted himself to weakening strong vassals. He limited the number of generals and officials in Jingzhou prefecture to no more than 2,000 and no more than 10,000, respectively. In addition, the number of governors and officials in other prefectures should not be more than 500 and 5,000 respectively.
