HP Questions Upon Re-reading: Book 1 Chapter 2 & 3

A foreshadowed character in this chapter is Mrs Arabella Figg, the Squib in the Order of Phoenix as revealed later in the fifth book of the series, Harry Potter and the Order of Phoenix. She also mentioned that under Professor Dumbledore’s order, she took care of Harry during the Dursleys’ absence. The question I have is, was she originally residing in the Little Whinging from the beginning as a Squib who can only blend well in the Muggle community? Or is it that she was there as a member of the Order to keep an eye on the Dursley family, fearing that Voldemort might reach out his hand to Aunt Petunia who is probably the only living blood relative to Lily Potter? If it is none of the cases, then Mrs Figg probably moved there after Harry was sent to the Dursleys.
