“Definitely”? Sure the exact limit of what a city is it’s not clear, but I wouldn’t go as far as to say that it DEFINITELY include every citizen, it’s not like when a resident dies or goes away the city is no more

is there a city that is still called a city without a single citizen?

Yes, there are. Usually are historical sites such as Pompei and many others

Btw, no offense, but the point you were trying to make is kind of dumb, I never talked about a city without a single citizen, quite the opposite. What I was trying to say is that a city may need a population in general, but it doesn’t a person more or less doesn’t matter, even if the population of a city would be halved it would remain a city noteless. My point was that the limit of when something starts to be a city and when it stops of being one is not clear, so saying that “definitely” every citizen was part of the city was an overstatement. And yes, it’s just a minor issue, but it hAPPens a lot in this novel that the author wants to pass for something perfectly logical something that is not and it’s annoying for me, he keeps saying how smart he is and how flawless his logic is when clearly it’s not. Because of this that “definitely” annoyed me. But finding this extremely annoying is mostly personal taste.
