Shi Hu returned to Xiangguo and was granted a general amnesty. Shi Hong ordered Shi Hu to build Wei Tai, following the old example of Emperor Wu of Wei helping Han.
In March of the ninth year of Xianhe (334), the prime minister of Zhao Shi Hu sent his ministry general Guo Ao and King Zhang Wu Shi Bin with 40,000 cavalry to attack Guo Quan in the west and build the Huayin army. In the summer, in April, the Shanghao clan killed Guo Quan and surrendered. Shi Hu moved more than 30,000 families from Qinzhou to Qingzhou and Beizhou. Chen Liangfu, a native of Chang 'an, fled to Hei-Qiang, and Bo-Ju-da, king of Northern Qiang, invaded Beidi and Feng Yi. Shi Bin, King of Zhangwu, and Shi Tao, King of Le 'an, jointly attacked and defeated them, and Bo Juda fled to the Malan Mountains. Guo Ao took advantage of the victory to chase the defeated troops, and the Qiang were defeated, with seven or eight out of ten deaths. Shi Bin and his men withdrew and returned to Sancheng. Shi Hu sent messengers to execute Guo Ao. When King Shi Hong complained, Shi Hu put him in detention.
