For this to be the case unless it’s almost all sealed artifacts it should be that the Sanguine managed to reobtain some of the Sequence 1 characteristics from Lilith as there wouldn’t be enough otherwise. If you look at the Orthodox churches with all 3 Sequence 1 characteristics in the hands of true gods they only have one more angel left at Sequence 2 (Pope, Pontiff, etc). I don’t believe that they wouldn’t have more angels if they had the ability to though perhaps ‘they’ would just have different titles. Cattleya also mentioned that since The Fool seemed to have two angels in his service (Will and Azik) that put ‘his’ organization on the same level as the orthodox churches. Going by this logic it shouldn’t be possible for their to be more than either 4 or 5 Sequence 2 or Sequence 1 Angels at the same time to the law of beyonder characteristic conservation. The difference may also stem from the other beyonder law stating that if there are many high sequencers then there are fewer low sequencers and vice versa.
