According to Mobet in this chapter, all the six orthodox gods were hoping to gain the support of the Solomon Empire. So the Black Emperor Solomon was probably a sequence 0 back then during the early days of Forth Epoch, and almost all current gods and True Creator were trying to befriend Him. That's why it's not the Solomon Empire supported the True Creator. It's the other way round, the True Creator supported the Solomon Empire (this is in Klein's monologue in next chapter), trying to befriend Him like any other orthodox gods.
