It's also possible that the fog wouldn't cooperate with Roselle because Roselle's pathway is incompatible with it. Klein hadn't yet become a Beyonder, so perhaps it would bind with him freely.

I think it makes the most sense for it to be a difference in purpose of the tools. One is designed to bring a person to the Gray Fog, and perhaps much more interestingly (just a guess) the other is designed to bring the gray fog to the material world. Somewhat opposite but with the same general purpose, building a bridge between worlds.
