The object was likely made out of beyonder characteristics of a "traveller", sequence 5 of apprentice. Actually there was a higher sequence from this class mentioned previously - in the chapter that detailed 0-08's "Story", it's called planeswalker - as the name may suggest, it would be very powerful, because author was likely somewhat influenced by Magic the Gathering.

The admiral assumed Fors who narrowly escaped was a traveller, not knowing she was just using a forged device with two times of activation left. He was actually quite interested in "herding" this traveller, because he believed the "travel" ability would be a very valuable addition to his creeping hunger arsenal. Luckly for Fors he never had a chance to track her down again. Actually in retrospect, poor admiral was a bit overconfident because a fully fledged traveller is sequence 5, even though not combat oriented, can be extremely hard to track down.
