证监会科技监管局局长姚前撰文称，从安全性角度看，应优先考虑基于央行直接负债的央行数字货币，而不是基于私人负债的央行数字货币。若央行数字货币完全替代现金，那么可以实施有效的负利率政策。
Yao Qian, director of the Science andTechnology Supervision Bureau of the China Securities Regulatory Commission,wrote an article that from a security perspective, central bank digitalcurrencies based on direct central bank liabilities should be given priorityrather than central bank digital currencies based on private liabilities. Ifthe central bank's digital currency completely replaces cash, then an effectivenegative interest rate policy can be implemented.
