After Genfu and the officer fell down from the roof, the eye-shade mine started to shine and suddenly broke into many small pieces. When Westly puzzled them up, he immediately found out that the small pieces were different countries worldwide. Each small pieces introduced the secret of the mine by recorded one language of the country which it represented.
The mine was from a million years ago and it was a symbol of 'evil' because it contained cheating and crime. Several years later than the evil arrived, another alien, who represented 'justice', start to kill that evil with weapons. That evil started to propagate into many, so it was very hard to kill them all. Those survived evils combined with human so that they can live longer and propagate faster. Those evils could let people fall into darkness and offensive. And that's why Genfu suddenly killed 23 people at the same time.
