I think it's possible for outer deities to have the level equal to true gods or lower because of the ripping of characteristics. Remember the genie in the lamp who was suspected Above the Sequence? If it does correspond to the lawyer-arbiter pathway group, it would be impossible for it to be at the sequence level of a true god because of the Black Emperor attempts in the past. All seq. 1 characteristics of that pathway is accounted for. The outer deities must be boosting their level over Earth's True Gods using their own sefirots or as the natural corrupt nature they are of their own characteristics.
