Most definitely. This is a plot by Adam of all people, not to mention his centuries old organisation. A war can hAppen with or without George III being there. After all the next King will still be from the royal family so they'll most likely continue as usual. I'm sure even Klein knows this, he just doesn't want George III to advance after all he's done/stop him from possibly preventing Roselle from resurrecting as BE.
Killing George III might even help to destabilise the situation further, letting them blame the assassination on other countries to incite more war mongering. Either way Adam gets what he wants.
