I'm more of the opinion that Fallen Creator is basically the all the negative parts accumulated by the Ancient Sun God given form but also a completely separate entity and NOT the Ancient Sun God Himself.
His authority in Corruption, Madness, Depravity and similar evil sh1t the fact that the King of Angels Brothers basically treats Him as their Archenemy kinda supports that I think.
