Just found the the chapter so I repost my comment. Klein learnt about The Law of Conservation from Roselle's diaries in chapter 217, and it was introduced as "The Law of Similar Sequences Beyonder Characteristics Conservation". It has always include neighboring sequences all the while. Just that the "Similar Sequences" was omitted for simplicity.
