So it seems he doesnt use his maximum allotment of 50 marionettes at all times. Possibly because it spreads him thin, so to speak. He just uses whatever disposable animals or thugs or whatever are handy. Gives him more on the spot flexibility. Though he should probably pick up a few more permanent high sequence Beyonders, have a balance.
