I would think that this isn't 0-08 manipulation. It is just writing out what happened in reality when the "coincidence" created by its power was broke free. It is like those scribble in the story written by Ince. Whenever Klein broke a "coincidence", scribble appeared to cross out what written earlier, and the next paragraph is always what happened in reality. This paragraph shouldn't be under the manipulation of 0-08 but the will of those who broke the coincident. Otherwise, it would means that even the gray fog can't escape the quill manipulation which is highly unlikely.
