Back when they first introduced Her, I believe they mentioned that she had no conscience which was why they were able to control her partially but she influenced both friend and foe so her mission when dealing with Mr. A was carried out alone.
However, She did smile at Klein back then so it's still quite suspicious. It's possible that the angel went into a hibernation or Her body just has a strong reaction towards Seer beyonders.

Perhaps she sensed the aura of the Gray Fog? or she was monitoring the Antigonus Notebook since she has a connection with Antigonus?

I only just realized! Sequence 3 is Scholar of Yore, and Zaratul clearly demonstrated the ability to draw from the past/history (Yore). The now confirmed Sequence 0 statement for the Fool is "The Fool that doesn't belong to this era". This has a double meaning where Klein is a transmigrator, and The Fool has powers over another era. I am beginning to suspect that the rest of the statements are also true. The Fool is the ruler above the gray fog (Klein can go above the gray fog plus their is the additional staircase that might allow true authority over it with the prerequisite being sequence number). I havent quite figured out the King of Yellow and Black who wields good luck, but the fog has protected against all luck related beyonder powers so maybe Sequence 1 Attendant of Mysteries wields control over luck?
