They’re a different organization. Will belongs to the Life School of Thought and the vampires dont have an organization and worship the Primordial Moon. They also have different Pathways. Monster vs Apothecary.

If you go back and look, the life school of thought has members with both the vampire sequence and the monster sequence. And the ancestor vampire specifically said "go hunt these life school of thought members because their organization is fractured and weak right now."
