Not really. There are 4 pirate kings (who are probably high sequencers) and 7 pirate admirals (who are mostly Sequence 5).
The underlings like the vice admiral are usually Sequence 6 (like this supposed Casanova on the golden dream) then the rear admirals could be Sequence 6 (mostly 7) going lower.
Pirate admirals just need to be strong with mystical items that elevate their powers greatly. I.e. Quilangos was a Sequence 6 but with creeping hunger, even sequence 5s could not defeat him especially on water where a wind blessed is very strong
