I think it's more like they didn't need to. Kotar is only a seq 2 angel, he plays in a different field from seq 0. Obviously if he actively plotted against them they would hunt him down, but instead he exiled himself in the Forsaken lands of the god and avoided any kind of confrontation
我感觉其实更有可能是因为他们根本不需要这么做。科塔尔只是个序列2天使，他和序列0根本不是一个级别的。显然，如果他开始积极谋划针对神明们的事情，他们肯定会开始追捕他的，但既然他把自己放逐到神弃之地了，这就避免了和神们任何形式的对抗

If there's one thing that's common in this story, it's that anything that happens is all according to plan of at least 3 people of higher level.
如果要说这本书里大部分事情有什么共同点的话，那就是任何发生的大事都是至少三个以上的更高层次的人谋划的
