It seems weird to me to count a Marionettist with three sequence 5 puppets as a single person when comparing sequence powers. Why not consider them as a team of 4 instead?
A Shepherd takes the beyonder powers of others and fights alone with an enormously varied arsenal, but to me a Marionettist is more like a Necromancer, someone who forcefully recruits defeated enemies into his team.
