It really depends on the budget. You get what you pay. For LOTM, it's unlikely to be adapted for the Chinese market since it's unlikely to do well due to sheer cultural barriers; hence, less investment. It's also why Webnovel is just directly trying to make an adaptation in the West with the help of Hollywood studios. And since it's completely "unknown" now, it's really difficult for the studios to invest much money in it. You have to view it from the perspective of all the stakeholders.
